The human right to health is one of the basic rights included in various international charters and national legislation, and the importance of this right stems from being an essential factor in activating and maintaining the rest of human rights, given the complementary nature that characterizes the human rights system, as the care of human health from the preventive and curative aspect is an important and decisive factor in preserving the human right to life, dignity, work, political participation, and other rights, and this relationship was confirmed in light of the COVID-19 pandemic, which caused severe restrictions on various human rights, and created new challenges for human security, especially about the idea of ''global health security''.
