Since the beginning of the twenty-first century the world has experienced a great development in the field of information and communication technologies, this has significantly affected the right to freedom of opinion and expression, whether in a positive or negative way.

this study aims to reveal global efforts to protect the right to freedom of opinion and expression after the increase of the technological development, highlighting the role played by the United Nations and UNESCO in protecting freedom of opinion and expression in the light of the development of information and communication technologies.
