Technical knowledge is the pillar of economic and commercial life, it is a measure of strength and development of countries within the framework of their international trade transactions, in order for it to be truly and effectively transferred to the receiving party, technical assistance which is part of the transferred technology, must be used which constitutes an essential element and a means of transferring and applying technical knowledge, in practice technical assistance is an essential obligation of the donor, it is not sufficient to transfer technical knowledge without providing technical assistance, without it the recipient cannot gain effective control over the technology transferred to him hence its economic importance in light of the technological and industrial development taking place at the present time.
