The field of public procurement is enjoying great interest on the part of the legislator, which has resulted in successive amendments to the provisions of presidential decree 15-247, which were accompanied by many and varied mechanisms and mechanisms, the most important of which was the establishment of a supervisory authority in the field of public contracts, as has been the case for many economic and financial fields.

therefore, this research paper intends to focus on the organization of this authority by highlighting the text of article 213 in order to know to what extent the legislator has reconciled by instituting a legal organization which guarantees this authority to fulfill the roles assigned to it.

and our recommendations on what the regulatory texts should be when they are created.
