Corruption has spread widely in many countries, and its forms and manifestations have made it a global issue and thus one of the most challenging for countries to achieve development, good governance and poverty reduction.

This is confirmed in the Transparency International's 2018 report, which says that two-thirds of the 180 countries surveyed on the corruption index received less than five - an average that explains that these countries face a real problem.

In this paper we are trying to shed light on this phenomenon in Algeria, which is still located in the Red Zone according to the classification of Transparency International.

We concluded that despite the efforts exerted by decision-makers on the legal and organizational levels, this was not enough to exceed the 100-percent threshold, where Algeria is in low ranks (105-112) in this field
