Abstract EN

The study aimed to explore the most prominent practical, administrative, human and material obstacles to strategic planning in Imam Muhammad bin Saud Islamic University, and to clarify the differences in the views of the heads of departments towards those obstacles.

The researcher used the descriptive survey method, and the researcher developed a questionnaire to collect data related to the study.

This study was applied to all heads of departments at the university's faculties, who numbered (76) department heads, and the response rate was )%94.7(.

The results confirmed that the heads of departments agreed that the university's strategic planning faces practical and human obstacles to a moderate degree.

It also faces administrative and financial obstacles to a large extent, and finally the study revealed the absence of statistically significant differences in the views of department heads towards the degree of practical, administrative, human and financial obstacles facing strategic planning at the university according to the variables (college, academic rank, years of work experience, training courses in planning field).

The study concluded with a set of recommendations, including redoubling efforts to spread a culture and develop strategic planning skills among department heads and faculty members, and provide heads of scientific departments with data and information for the crisis in a timely manner to make the right strategic decisions
