Arabic Abstract
هدفت الدراسة إلى بيان أثر ممارسات القيادة الابداعية في استراتيجيات إدارة الازمات من خلال الذكاء الاستراتيجي، و تم اعتماد المنهج الوصفي، و تكون مجتمع الدراسة من المؤسسات العامة في دولة قطر ممثلة بـ ( المديرون، و نوابهم و مساعديهم، و رؤساء الأقسام )، و سحبت عينة عشوائية بسيطة وزعت على 327 عنصرا.
و استرجع منها (86.05% ) من الاستبانات الصالحة للتحليل و طورت استبانة لجمع البيانات، و اعتمدت الرزمة الإحصائية الاجتماعية للعلوم الإحصائية (25 .
(SPSSV كما اعتمد برنامج (25.
AMOSV) ، و استخدم عدد من الأساليب الإحصائية، و أظهرت الدراسة : 1.
أن تصورات المبحوثين لمستويات الابعاد لكل من القيادة الابداعية و استراتيجيات إدارة الازمات والذكاء الاستراتيجي قد جاءت بدرجة متوسطة.

وجود أثر للقيادة الإبداعية بأبعادها في استراتيجيات إدارة الأزمات، و وجود اثر للقيادة الإبداعية بأبعادها في الذكاء الاستراتيجي، كما تبين ان هناك اثر للذكاء الاستراتيجي بأبعاده في استراتيجيات إدارة الازمات، و ان هناك اثر للقيادة الإبداعية بأبعادها مجتمعة في استراتيجيات إدارة الازمات من خلال الذكاء الاستراتيجي بأبعاده مجتمعة في المؤسسات العامة في دولة قطر.
و أوصت الدراسة بالعمل على ضرورة اهتمام المؤسسات العامة في دولة قطر بإيجاد علاقات قوية مع الشركاء الاستراتيجيين في البيئة في دولة قطر الداخلية، و البيئة الخارجية.
و ضرورة الاهتمام باستراتيجيات التعلم و النمو من خلال تدريب الموظفين على طرق و أساليب العمل الجديدة و توليد الأفكار الإبداعية، و محاولة اطلاعهم على ما يستحدث من أساليب و معرفة ريادية في مجال عمل المؤسسات.
English Abstract
The study aimed to examine the impact of innovative leadership practices on crisis management strategies through strategic intelligence in public institutions in the State of Qatar, a descriptive approach was adopted, and the study population consisted of public institutions in the State of Qatar (managers, their deputies, their assistants, and department heads).
It retrieved (86.05%) of the questionnaires valid for statistical analysis.
In order to achieve the objectives of the study, a questionnaire was developed to collect data from the analytical unit, the Social Statistical Sciences Package (SPSS V.25) was adopted.
The AMOS V.25 program were adopted for path analysis, and a number of statistical methods were used, including: Mean, Standard Deviations, Multiple Regression, Inflation Factor, Coefficient of Variation, the structural equation, the exploratory and confirmatory factor analysis and others, the study showed: 1.
The respondents' perceptions of the levels of the dimensions that measure Innovative leadership, crisis management strategies, and strategic intelligence were moderate.

The existence of an impact of Innovative leadership in its dimensions in crisis management strategies, and the existence of an effect of Innovative leadership in its dimensions on strategic intelligence, as it has been shown that there is an effect of strategic intelligence in its dimensions in crisis management strategies, and that there is an effect of Innovative leadership in its combined dimensions in crisis management strategies through strategic intelligence in its dimensions Combined in public institutions in the State of Qatar.
The study recommended the need for Qatari public institutions to focus on creating strong relationships with strategic partners in the internal Qatari environment and the external environment.
And the need to pay attention to learning and growth strategies by training employees on new ways and methods of work and generating Innovative ideas, and trying to inform them of the new methods and pioneering knowledge in the field of work of institutions.
