إن جانب صرف المال المتعلق بالصفقات العمومية، باعتبار هذه الأخيرة نشاط الإدارة العامة، و من جهة أخرى المجال الخصب لظاهرة الفساد، حيث هدفها الأساسي هو تحقيق المصلحة العامة و تغليبها على المصلحة الخاصة، باعتبار أن الدولة أو الإدارة العامة تحتل المركز الأقوى مما يجعلها بعيدة كل البعد عن المصلحة الخاصة، هذا ما جعل بدول المغرب العربي (الجزائر-تونس-المغرب) تسعى إلى الحد من تفشي ظاهرة الفساد، و ذلك من خلال وضع آليات على اختلاف أنواعها حرصا للقضاء على هذه الظاهرة المهددة للدول و اقتصادها و مجتمعاتها، و هنا تكون رقابة مستقلة نجدها داخلية و خارجية، تتمثل في كونها مساحة الأمان في مواجهة الفساد من جهة و من جهة أخرى تعمل على الإصلاح الإداري قدر المستطاع
Abstract EN
The aspect of disbursing money related to public transactions, considering the latter as the activity of the public administration, and on the other hand, the fertile field for the phenomenon of corruption, where its main objective is to achieve the public interest and give priority to it over private interest, given that the state or public administration occupies the strongest position, which makes it far from Special interest, this is what made the countries of the Maghreb (Algeria - Tunisia - Morocco) seek to reduce the spread of the phenomenon of corruption, by putting in place mechanisms of different types in order to eliminate this phenomenon that threatens countries, their economies and societies, and here is independent control that we find internal and external On the one hand, it is a space of safety in the face of corruption, and on the other hand, it works on administrative reform as much as possible

L'aspect du décaissement de l'argent lié aux transactions publiques, considérant ces dernières comme l'activité de l'administration publique, et d'autre part, le terrain fertile pour le phénomène de la corruption, où son objectif principal est d'atteindre l'intérêt public et de donner la priorité à l'intérêt privé, étant donné que l'Etat ou l'administration publique occupe la position la plus forte, ce qui le rend loin d'être Intérêt particulier, c'est ce qui a poussé les pays du Maghreb (Algérie - Tunisie - Maroc) à chercher à réduire la propagation du phénomène de corruption, en mettant en place des mécanismes de différents types afin d'éliminer ce phénomène qui menace les pays, leurs économies et leurs sociétés, et voici un contrôle indépendant que l'on retrouve interne et externe D'une part, c'est un espace de sécurité face de corruption, et d'autre part, il travaille autant que possible sur la réforme administrative.
