Arabic Abstract

هدفت الدراسة إلى تبيان ركائز و سياسات المشروع الاستيطاني الإسرائيلي تجاه مزيد من السيطرة و الضم للأراضي الفلسطينية المحتلة منذ 1967، و تأثيره السلبي على "حق تقرير المصير" للشعب الفلسطيني.

و تكمن مشكلة الدراسة حول سيطرة القوة الإسرائيلية على الحق الفلسطيني في إقامة دولته المستقلة، واستندت الدراسة على فرضية أن الاستراتيجية الإسرائيلية المستمرة والتوسعية في مشروعها الاستيطاني كمتغير مستقل" أثرت على إمكانية تنفيذ "حق تقرير المصير" للشعب الفلسطيني كمتغير تابع"، وأن هناك علاقة طردية موجبة بين توسع المشروع الاستيطاني الإسرائيلي و استمراريته وبين استمرار حرمان الشعب الفلسطيني من إقامة دولته، وتناولت الدراسة الفترة الزمنية الممتدة ما بين الأعوام (1967-2020).

و اعتمدت على عدة مناهج بحثية، كان أبرزها المنهج القانوني، إضافة الى اعتمادها المقابلات الشخصية (كأداة بحث) مع السادة السياسيين و المختصين في القانون الدولي و المفاوضين.

ركزت الدراسة على أحد أهم جوانب الصراع الفلسطيني الإسرائيلي، المتمثل في السياسات الاستيطانية الاستعمارية التوسعية للسيطرة على مزيد من الأراضي المحتلة، كما ناقشت واقع الاستيطان الصهيوني في فلسطين (الدينية والتاريخية و الأمنية)، و قرارات الشرعية الدولية (مجلس الأمن والجمعية العامة) و ما يوالي ذلك من تغيرات في مواقف المجتمع الدولي (الأمريكي و الاتحاد الأوروبي و الموقف العربي).

كما ركزت على مراحل توسيع المشروع الاستيطاني، و زيادة أعداد المستوطنات لفرضها كأمر واقع، و عرضت الممارسات السياسية الإسرائيلية لتفتيت الضفة الغربية، مبينة الآثار المترتبة على اتفاقيات "أوسلو" و"صفقة القرن" كمراحل استيطانية، على الحق الفلسطيني في تقرير المصير، لتبين أن "إسرائيل" تبتل جهودا محمومة لتقويض "حق تقرير المصير الفلسطيني مع سعيها نحو إقامة مزيد من المستوطنات / المستعمرات في ظل كافة الأحزاب و القوى السياسية الحاكمة في إسرائيل، والتي كان أشرسها في عهد حكومات اليمين المتطرف برئاسة نتنياهو.

وخلصت الدراسة إلى حقيقة مفادها، أن إسرائيل مستمرة في انتهاك كافة القوانين و الشرائع و المواثيق الدولية، و تنفي حقيقة أنها دولة احتلال يقع على عاتقها واجبات باتجاه الإقليم المحتل، من خلال الاستمرار في توسيع مشروعها الاستيطاني، الذي لا يعدو تقرير مصيره على أرضه.

English Abstract

The study aims at clarifying the pillars and policies of the Israeli settlement projects towards more control and annexation of the occupied Palestinian territories since 1967, and its negative impact on the "right to selfdetermination" of the Palestinian people.

The problem of the study lies in the Israeli hegemony over the Palestinian fate to establish its independent state.

The study was based on the assumption that the continuous and the expansionist Israeli strategy in its settlement project as an "independent variable" affected the possibility of implementing the "right to self-determination" for the Palestinian people.

It impacted the relationship between the expansion and continuation of the Israeli settlement project, on the one hand and the continuous deprivation of the Palestinian people from establishing their state as a “changing variable”, on the other.

The study deals with the time period extending between the years (1967-2020).

It relied on several research methods, the most prominent of which, was the legal one, in addition to adopting personal interviews as a research tool with politicians, specialists in international law, and negotiators.

The study focuses on one of the most important aspects of the PalestinianIsraeli conflict, being the progression of the colonial settlement policy to control more occupied lands.

It also discusses the motives of the Zionist settlement in Palestine (religious, historical and security), and the decisions of international legitimacy (the Security Council and the General Assembly) and the subsequent changes in the positions of the international community (the American, the European Union and the Arab position).

It also focuses on the stages of expanding the settlement project, and increasing the number of settlements to make them as a fait accompli.

It analyses the Israeli political methods to disintegrate the integrity of the -West Bank land, and outlining the implications of the "Oslo" agreements and the "Deal of the Century" as colonizing stages, To show that "Israel" is making frantic efforts to undermine the Palestinian "right to self-determination" as it seeks to establish more “settlements” /colonies under the ruling of all the political parties and forces in Israel, the most aggressive of which was in the era of the far-right governments headed by Netanyahu.

The study concluded that, Israel continues to violate all relevant international laws, principles, charters and treaties, and deny the fact that, it is a belligerent occupant that it is under defined obligations towards the occupied territory and its people.

By continuing to expand its settlement project, which is nothing but a frustration of the right of the Palestinian people to selfdetermination on their own land.
