This study aimed to search for ways to improve the public service, especially as it suffers from many problems across most of the third world countries, whether related to the organizational or technical aspect, or what is related to the human or moral resource, and here the moral management was the way to develop and improve the public service provided, so ethics It allows directing behavior towards proper behavior and identifies aspects of error in the actions of those responsible for developing or implementing public policies.

This study examined public service from the conceptual side where most of the problems that hinder the achievement of its goals were identified as well as the most important ethical standards in management and methods to activate it and stick to in order to achieve the public interest of all citizens of one state.
