Education is considered the basis in building societies and the progress of civilizations.

It is Also the most important sector that is depended on to achieve the development expectations and overcoming the obstacles in any community.

Local development must target the human element because it is the most important ring in this equation ,thus the development action must depend basically on the local population in all its components and all this population must work on planning , implementation for most projects and programs with partners either in private or in public sector.

All these require working on rehabilitation of human element and practically evoke him on participation, benevolence and positively involve him in the area of education in order to improve the living of local population through investment in local competences and expertise that are produced by education sector in central Baknol and makes these human resources as basic axes in the core of real development.
