Arabic Abstract

تقوم الدراسة على تحديد دور الأحزاب السياسية في رسم السياسة العامة و أثرة على الاستقرار السياسي و التنمية، و تناولت الدراسة كل من تركيا ولبنان في الفترة الممتدة ما بين الأعوام 2002م - 2018م، حيث تمثل هذه المرحلة تغيير و تطوير في الأحزاب السياسية لهذه الدول و رسمها للسياسة العامة مرتبطة بالاستقرار السياسي و التنمية، يتناول الفصل الأول الإطار النظري و خلفية الدراسة و منهجية الدراسة و مصطلحات الدراسة، أما الفصل الثاني فقد تناول الإطار المفاهيمي للدراسة من حيث أنواع الأحزاب السياسية و مفهوم السياسة العامة و عناصرها و خصائص السياسة العامة و المداخل النظرية للسياسة العامة، و الفصل الثالث تناول دور الأحزاب السياسية في رسم السياسة العامة و تحقيق الاستقرار السياسي و التنمية من حيث مراحل رسم السياسة العامة و دور السلطة التشريعية في رسم السياسة العامة، و التحليل السياسي لدور الأحزاب السياسية في السياسة العامة، أما الفصل الرابع فقد تناول الحياة الحزبية لكل من تركيا و لبنان محل الدراسة، الفصل الخامس الذي يمثل دراسة دور حزب العدالة و التنمية و الأحزاب اللبنانية الفاعلة في رسم السياسة العامة و أثرها في الاستقرار السياسي و التنمية، و انتهت الدراسة بأهم النتائج و بعض توصيات.

English Abstract

The study explains the role of political parties in shaping public policy and its impact on political stability and development, and the study addressed both Turkey and Lebanon in the period between the years 2002- 2018 as this stage represents a change and development in the political parties of these countries and drawing them for public policy linked to political stability and development the first chapter deals with the theoretical framework, study background, study methodology and study terms, as for the second chapter, it deals with the conceptual framework of the study in terms of the types of political parties, the concept of public policy and its components, the characteristics of public policy and theoretical approaches to public policy, and the third chapter deals with the role of political parties in designing public policy and achieving political stability and development in terms of stages of public policy development and the role of the legislative authority in Policy development, political analysis of the role of political parties in public policyAs for the fourth chapter, it deals with the partisan life of both Turkey and Lebanon under study, the fifth chapter that represents the study of the role of the Justice and Development Party and the Lebanese parties active in shaping public policy and its impact on political stability and development and the results of the study from the findings and recommendations.
