Arabic Abstract

هدفت الدراسة إلى الكشف عن واقع تطبيق الشفافية الإدارية في مدارس المرحلة المتوسطة في محافظة حولي التعليمية من وجهة نظر المعلمين تكونت عينة الدراسة من (457) معلماً و معلمة تم اختيارها بالطريقة الطبقية العشوائية و لتحقيق أهداف الدراسة تم تطوير استبانة و تكونت من (40) فقرة وزعت على خمس مجالات و تم التحقق من صدقها و ثباتها.

أشارت نتائج الدراسة إلى أن درجة ممارسة مديري المدارس المتوسطة للشفافية الإدارية في محافظة حولي من وجهة نظر المعلمين جاءت متوسطة، كما أشارت النتائج إلى وجود فروق ذات دلالة إحصائية بين متوسطات استجابات أفراد العينة.

حول درجة ممارسة مديري المدارس المتوسطة للشفافية الإدارية في محافظة حولي من وجهة نظر المعلمين تعزى للخبرة الوظيفية لصالح الخبرة الأعلى بينما أظهرت النتائج عدم وجود فروق تعزى للجنس و المؤهل العلمي، و في ضوء هذه النتائج أوصت الدراسة بضرورة عقد الدورات و الندوات التي تعنى بمفهوم الشفافية الإدارية للمعلمين و الإداريين بحيث تتضمن معنى الشفافية الإدارية و أهميتها في العمل الإداري، و العمل على تعزيز الممارسات الإدارية فيما يتعلق بموضوع الشفافية.

English Abstract

The aim of the study was to reveal the reality of applying administrative transparency in middle schools in Hawalli educational governorate in Kuwait, by revealing the degree of middle school principal's practice administrative transparency behaviors from the teachers ’point of view'.

The sample of the study consisted of (457) male and female teachers were chosen by random procedure.

To achieve the objectives of the study, the researchers developed a questionnaire consisted of (40) items distributed into five areas: the fields of laws and regulations, information disclosure and clarity of work procedures, administrative communication, performance evaluation, and the field of accountability.

The results of the study indicated that; The degree of middle school principals 'practice of administrative transparency was medium with an average of (3.65) and a standard deviation (0.37), and the field of laws and regulations was in the first place while the field of performance appraisal came in the last rank.

Also, there were statistically significant differences regarding the degree of school principals' practice of administrative transparency attributable to job experience in favor of higher experience.

while the result showed no statistically significant differences between the averages of the responses of the sample regarding the degree of school principals' practice of administrative transparency due to gender or educational qualification.

In the light of these resluts, the researchers recommended holding seminars concerned with the concept of administrative transparency for the principle of middle schools, so that include the meaning of administrative transparency and its importance in administrative work, which strengthening administrative practices in relation to the topic of transparency.
