The study aimed to determine the optimal distribution between the area of each Algerian Wilaya and the number of civil protection units in it, as the distribution unfairness factor, the proportional scale and the difference scale were used to determine the deficiency and surplus and redistribute them according to the area of each state.

the study concluded that there is an unfair distribution between the area of each state and the number of civil protection units in it, as it was found that 30 Algerian states contain a surplus of the number of civil protection units, while there are 10 states that suffer from a severe shortage of these units, and the most prominent of these states that suffer from severe shortages are the states of the South as they are the first states nationally In terms of area.

the study also reached an optimal distribution of the number of civil protection units that must be distributed in order to achieve justice between the number of units and the area of each state across the entire national territory using the difference criterion, and this was achieved using the descriptive and analytical approach to reach that.
