يعتبر المواطن الرقمي من المفاهيم البارزة التي ظهرت كنتيجة حتمية للتغلغل الهائل للثورة الرقمية بكل مناحي حياته، و نجاح التطور التكنولوجي و المعلوماتي في إحداث تغيير جذري لطريقة عيشه، عمله و تواصله، و هذا الفضاء خلق لنا مواطن افتراضي يستخدم الأنترنت بشكل منتظم و لا يستهلك المعرفة فقط بل أصبح يشارك في إنتاجها.
تظهر أهمية دراسة الموضوع في كونه موضوعا محوريا يلقى اهتماما دوليا و وطنيا، خاصة في ظل تطور مهام الحكومة الإلكترونية و تطور المشاركة الإلكترونية للمواطن و ارتقائها إلى مستوى المساهمة في صياغة و اقتراح الخدمات الإلكترونية، فغاية التناول العلمي هي محاولة إبراز درجة الاهتمام الذي توليه الكثير من الدول في تجسيد مفهوم الحكومة الرقمية و إدماج مساهمة المواطن في هذا التحول الرقمي، خاصة بعد تجربة انتشار جائحة كوفيد-19، و هي مرحلة أثبتت أهمية دور المواطن الرقمي في نجاح الحكومة الرقمية و أهمية العمل أكثر على التخفيف من تأثير الفجوة الرقمية.
Abstract EN
The digital citizen is one of the prominent concepts that emerged as an inevitable result of the massive penetration of the digital revolution in all aspects of his life, and the success of technological and information development in bringing about a radical change in the way he lives, works and communicates, and this space created for us a virtual citizen who uses the internet regularly and does not consume knowledge only, but has become participates in its production.
the importance of studying the subject appears in that it is a central topic that receives international and national attention, especially in light of the development of e-government tasks and the development of citizen’s e-participation and its elevation to the level of contribution to the formulation and proposal of electronic services.
the concept of digital government and the integration of the citizen’s contribution to this digital transformation, especially after the experience of the spread of the COVID-19 pandemic, a stage that demonstrated the importance of the role of the digital citizen in the success of the digital government and the importance of working more to mitigate the impact of the digital divide.

Le citoyen numérique est l'un des concepts importants qui a émergé comme un résultat inévitable de la pénétration massive de la révolution numérique dans tous les aspects de sa vie, et le succès du développement technologique et de l'information en provoquant un changement radical dans sa façon de vivre, travaille et communique, et cet espace a créé pour nous un citoyen virtuel qui utilise Internet régulièrement et ne consomme pas seulement des connaissances, mais est devenu acteur de sa production.
L'importance d'étudier le sujet apparaît dans le fait qu'il s'agit d'un sujet central qui reçoit une attention internationale et nationale, en particulier à la lumière du développement des tâches d'e-gouvernement et du développement de la e-participation citoyenne et de son élévation au niveau de la contribution à la formulation et proposition de services électroniques.
Le concept de gouvernement numérique et l'intégration de la contribution du citoyen à cette transformation numérique, notamment après l'expérience de la propagation de la pandémie de COVID-19, une étape qui a démontré l'importance du rôle du citoyen numérique dans la réussite du numérique gouvernement et l'importance de travailler davantage pour atténuer l'impact de la fracture numérique.
