The internal failures were accompanied by the developments of the external environment, so that the interaction of internal variables and external pressures imposed the necessity of shifting towards pluralism and political openness, which made the Arab regimes face new situations and challenges completely different from their predecessors.

On the other hand, civil wars increased rather than decreased, and in the same context, the Qatari Arab state witnessed more military interventions, more protests after each election, more manifestations of violence and terrorism, and more decline in development rates, to the extent that it imposed on specialists in Arab affairs the need to search for Analytical frameworks and new theoretical approaches that are compatible with the political, social and economic specificities of the Arab model, and the search for new equations for development and stability.
