Algeria is both a transit country and a destination country for mixed migratory movements.

Although the country is a party to the 1951 Refugee Convention and its 1967 Protocol, the lack of a national asylum law and an operational national body responsible for adjudicating asylum claims has forced the hcr to carry out the refugee status determination itself.

Political upheavals in parts of North Africa and the Middle East, aggravated by the effects of a difficult national socio-economic context, have led the Algerian government to place security concerns at the forefront, at the same time, the united nations have put in place additional security measures which affect the hcr's ability to act.

But despite these obstacles the hcr ensured the protection of refugees and asylum seekers in urban areas and provided them with support in the areas of shelter, health, education and psychological assistance.
