Administrative décentralisation is based on the distribution of administrative fonctions between the central government in the capital and between independent local bodies, It assumes that the decision-making body at the local level has a legal subjectivity that reflects the existence of a democratic value for it, With this autonomy, these bodies shall have powers to perform independently, The elected local councils are entrusted with broad competencies to achieve local development, Here, we wonder about the repercussions of this subjectivity on the effectiveness of local development.

It is noticeable that despite the legal autonomy that the elected local councils enjoy, local development is still stumbling and suffering from many problems.

It requires strengthening the democratic dimension of the elected local councils so that the latter can play its role in achieving comprehensive development.
