The technological revolution has changed many concepts, including the transition from the traditional concept of trade between individuals or markets to the internationalization and digitization of commercial activities, while not recognizing temporal and regional boundaries.

his study found a digital divide between the technologically advanced countries and most Arab States, which affects the competitiveness of the digital economy in the Arab States in an open world market, in a world that has become a small village, With the need for the Arab States to develop modern laws in line with these new technological changes, this has become clear and realistic with the spread of the 1999 CORONA VIRUS-COVED pandemic.
