كان للصدمة النفطية التي شهدها العالم تأثيرات كبيرة لاسيما على الدول البترولية، كما امتدت تبعاتها على مستوى الجماعات المحلية حيث شهدت هذه الجماعات و بالأخص البلديات تقلصا في مواردها المالية نظرا لتقلص ميزانية الدولة من العوائد البترولية و بالتالي نقص ممنوحاتها المالية الموجهة للبلديات
Abstract EN
The oil crisis that the world witnessed had major effects, especially on the petroleum countries, and its repercussions extended to the level of local communities, where these communities, especially the municipalities, witnessed a reduction in their financial resources due to the shrinkage of the state's budget of oil revenues, and consequently a decrease in their financial donations directed to the municipalities.
