The developed world is witnessing rapid and amazing progress, and a frantic race, in the field of robotics technology, and while the participation of advanced smart robots is increasing more and more in decision-making processes in many fields; This raises many issues, challenges and repercussions, perhaps the most important of which is legal responsibility.

In the face of the tremendous development in robotics, the question arises about the basis of civil responsibility for these robots? It seems that the victim under the traditional legislative structure has nothing but reliance on the rooting of the robot as something, although the reliance on that theory is highly questionable, as we are in front of an object that has capabilities comparable to humans in terms of interaction and learning, how can it be viewed as a deaf traditional thing.

Therefore, the European legislator created the theory of the human representative responsible for compensating the damages caused by robots, according to the rules of the European Civil Code on robots, and even went further, when he adopted the idea of recognizing the legal personality of robots in the future; However, going in this direction without establishing a regulatory and ethical mechanism that governs the work of robots has repercussions on humans and the current legislative system.
