By this, it raises its competitiveness, and therefore it tries to provide an appropriate investment climate that can attract investors and encourage them to establish their investments, and since Iraq suffers from difficulty and the appropriate investment environment is available to attract oil investments, it must take advantage of the best opportunities available, as long as it lacks the latest technological means.

It is used in the oil sector, and that the use of foreign direct investments in the oil sector is important, and it must also deal intelligently with foreign extractive companies by drawing a realistic and executable strategic plan to exploit Iraq's oil wealth and establish a body to monitor the implementation of this plan and evaluate each stage of implementation.
