يعد الإصلاح الضريبي من أهم الأهداف التي تسعى الدول إلى تحقيقها، بغية زيادة نسبة مساهمة الضرائب في تمويل الإنفاق العام في موازناتها العامة، و يمثل إصلاح التشريع الضريبي و الإدارة الضريبية أهم ميادين الإصلاح الضريبي، إذ أن رفع الحصيلة الضريبية رهنا بتحقيق الإصلاح في هذين المجالين.
إذ يهدف الإصلاح الضريبي إلى تحقيق الكفاءة و العدالة و الاقتصاد و هو يشمل إصلاح التشريعات الضريبية و الجهاز الضريبي و المجتمع الضريبي من أجل تعبئه الفائض و زيادة النمو الاقتصادي، مما يؤدي بالتالي إلى تفعيل دور الضريبة في تمويل الإنفاق العام .
Abstract EN
Tax reform is one of the most important goals that countries seek to achieve, in order to increase the proportion of tax contribution in financing public spending in their public budgets and reforming tax legislation.
tax administration is the most important field of tax reform, but raising the tax revenue depends on achieving reform in these fields.
