The world is witnessing at the present time a tremendous development in the field of technology in the world of communications, so that modern electronic means of communication have become one of the indispensable means, and thus modern electronic means have provided various services with distinct capabilities such as data transfer and exchange of messages, and also contributed to finding new mechanisms for negotiation and conclusion Contracts that provided advanced ways to advertise goods and services to those wishing to contract through them, and then conclude legal actions through them and implement them through them In addition to the time reduction that it provides instead of traveling from one place to another to achieve this huge profit, and the administrative contract as one of the most prominent works of management and as a result of using these electronic means of contracting, the so-called electronic administrative contract appeared.
