Arabic Abstract

هدفت الدراسة إلى بيان أثر تطبيق حوكمة أنظمة المعلومات (19) COBIT) في تحسين الأداء المؤسسي باستخدام بطاقة الأداء المتوازن في البنوك التجارية الأردنية.

و لتحقيق أهداف الدراسة تم إعداد استبانة كأداة للدراسة، و تم توزيعها على العاملين بالدوائر الرقابية و الإشرافية و التكنولوجية في (8) بنوك تجارية أردنية من أصل (13) بنك تجاري أردني.

وزعت عليهم (200) استبانة بواقع (25) استبانة على كل بنك بأسلوب العينة الهادفة (العينة القصدية)، إذ تمثلت وحدة المعاينة بالمستويات الوظيفية و هي مدير و مساعد نائب مدير ورئيس قسم).

و بالتالي بلغ عدد الاستبادات الصالحة لغايات التحليل الإحصائي (137) استبانة.

و اعتمدت الدراسة في إجرائها على المنهج الاستدلالي (التحليلي).

و كذلك تم استخدام الانحدار الخطي المتعدد لمعرفة تأثير حوكمة أنظمة المعلومات (19) COBIT) على المتغير التابع الأداء المؤسسي.

وقد أظهرت نتائج الدراسة وجود أثر إيجابي لحوكمة أنظمة المعلومات بأبعادها وفسرت ما سبته (%75) من التباين الحاصل في جميع أبعاد الأداء المؤسسي الكلي، و قد كانت أكثر الأبعاد تأثيراً هو (بعد السياسات و الإجراءات، و أن هناك قبولاً لفكرة نموذج الدراسة بمتغيراته و أبعاده بصورة عامة.

و أوصت الدراسة بضرورة تبني البنك المركزي الأردني تطبيق حوكمة أنظمة المعلومات (19) COBIT على المؤسسات المالية الأخرى مثل مكاتب الصرافة

English Abstract

The study aimed to examine the impact of applying the governance of information systems (COBIT 19) in improving institutional performance in Jordanian commercial banks.

To achieve the objectives of the study, a uestionnaire was prepared as a tool for the study, and it was administered to workers in the control, supervisory and technology departments in 8 Jordanian commercial banks out of (13) Jordanian commercial banks.

A total of 200 questionnaires were distributed to the sample, 25 questionnaires for each bank.

Purposeful sampling (the intentional sampling) was employed because the inspection unit was represented by the functional levels, which are: Director, Assistant/Deputy Director, Head of Department, and thus the number of valid questionnaires for the purposes of statistical analysis reached 137 questionnaires.

For data analysis, the study relied on the inferential (analytical) approach, as well as using multiple linear regression to find out the impact of information systems governance (COBIT.19) on the dependent variable of institutional performance.

The results of the study showed a positive impact of information systems governance in its dimensions and explained (75%) of the variance occurring in all dimensions of overall institutional performance, and the most influential dimension was (the dimension of policies and procedures).

There is acceptance of the idea of the study model with its variables and dimensions in general.

The study recommends that the Central Bank of Jordan should adopt the application of the governance of information systems (COBIT 19) to other banking and financial institutions, such as exchange offices.
