State institutions and their employees who form the basic basis in the state's relationship with citizens are affected by the general influences that the state is exposed to in the administrative and financial aspects, including the non-approval of the budget or the delay in approving it for various reasons, some of which belong to the executive authority, which delays preparing the budget and delivering it to the House of Representatives and others to the House of Representatives Representatives who, in turn, are late in discussing and approving the items of the general budget, and it is noted that the failures in completing and approving the general budget are due to a lack of commitment to the timings in the stages the budget is going through that are necessary for preparation and approval.

This topic needs study, analysis and proposals that would contribute to putting an end to the delay in approving the general budget, which is the backbone of the state in the financial aspects, because it is noticeable in recent years that the delay in approving the budget has become commonplace due to political, social and economic factors that helped to disrupt it without The thinking of those concerned about the extent of the actual danger as a result of this and its negative effects on the performance of the various state institutions and their employees.

Through the study, we tried to shed light on the reasons for the delay in approving the budget by studying the stages it is going through and the legislation that regulates those stages that need review and amendment, in addition to studying the impact of the delay in approving the general budget on the work of state institutions and employees and developing the necessary treatments for this vital and important issue.
