Therefore, the legislator and the administrative judiciary organized the work of the administration by issuing the administrative decision from both a formal and a substantive point of view, otherwise, the decision is considered illegal if it is issued otherwise, and that the administrative decision, in order for it to be legitimate, must be issued in compliance with its formal elements, of form and competence and its objective pillars of cause, place and goal.

The reason for the administrative decision is the first nucleus that pushes the administration to take a decision in order to achieve the public interest.
