Governmental support for air carriers varies in different forms, including those related to legal support, fuel price subsidies, or direct or indirect subsidies, or even airports may be devoted to strengthening government support.

Most countries control air carriers and national airports due to the public interest characteristic of air transport services, so governments do not hesitate to provide various aid and subsidies to national air carriers, but this support may put these companies in an arbitrary monopoly position that allows them to restrict Fair competition and price manipulation for providing air services, or preventing competing companies from entering or leaving it.

On the other hand, the Iraqi Civil Aviation Law did not include in its texts and provisions anything indicating government support for air carriers, which constitutes a major problem that must be addressed; To know the legal means and scope of this support, as well as the severe conflict between the regulations and instructions of the civil aviation authorities of the countries with regard to the scope of government support, and the imposition of regulatory provisions on the airlines of other countries, which may lead to the emergence of disputes between these countries, with negative effects on International air transport market.
