Crime of recommendation and mediation is one of the crimes that violate the duties of the civil service Therefore, the criminal legislator was keen to criminalize these acts in order to protect the integrity of the civil service and to ensure its proper performance so that the motivator to perform the job is the public interest for which the civil service was established.

The motivation must be derived from the purposes related to the civil service and should be in response to it and not in response to special purposes and motivations.
