Societal security is at the forefront of the strategic plans and goals of all nationsand peoples, as it means life, survival and stability and under which developmentand prosperity can be achieved, and that is why those holding power in the variouscontemporary political systems are keen to use everything available to accomplishthis task by all means and ways.

However, the problem that faces this path lies in the extent of the ability toimplement effective security policies taking into account the preservation of publicrights and freedoms, and that problem appears more complicated in the leastdeveloped countries, whose people suffer from the low level of cultural awareness, weak harmony, fragility and the dominance of sub-loyalties at the expense ofloyalty to the homeland In addition to the weakness of the state institutions andits security apparatus, and that problem currently facing Iraq, with great securitychallenges, decision-makers find themselves between the pressure of the need toprovide security, which calls for the use of manifestations of material strength andthe escalation of criticisms directed against those aspect Tomcat, claiming that itconstituted a flagrant violation of human rights
