Ethical harassment is also considered a breach of administrative ethics, which mustbe adhered to, followed, and enshrined while employees perform their duties.

It is the duty of the administration to protect its employees from any aggressionagainst them during the exercise of their jobs, or on the occasion of their exerciseof them, and this is by recognizing the public employee's right to job protection.

When the administration refuses to recognize the right of the public employee, thevictim of moral harassment, to job protection, the employee has the right to resortto the administrative judiciary to demand the annulment of the administration'srefusal decision and compensation for the damage he suffers as a result of thisrefusal.
