Abstract EN

The parliamentary system is considered the most important system thatallows to the people the greatest amount of freedom to express their opinions, andit has gone through several stages until it reached its current state, which was basedon the duality of the executive authority, one of its pillars being the head of stateand the relative separation of powers with relative cooperation between them.

The parliamentary system also ensures a balance between the legislative andexecutive powers, by recognizing each of them with the ability to end the legalexistence of the other.

And because of the importance of the position occupied bythe executive authority compared to other state authorities, which is representedby the head of state (the subject of our research) with the prime minister, given thebreadth of its tasks and the enlargement of its role at the expense of parliamentin managing the affairs of government in the state, which has become a givenin today's world, and for the purpose of explaining the approach that The Iraqiconstitutional legislator outlined it in the 2005 constitution regarding organizing thepowers of the executive authority represented by the head of state, and revealingthe shortcomings in the rules of constitutional organization in this aspect, and theirimpact on the Iraqi political reality.

I divided my topic into three demands, the firstwas (the competences of the crown in England), the second (the competences ofthe President of the Republic in Lebanon according to the 1926 constitution) and thethird (the competences of the President of the Republic in Iraq according to the 2005constitution).

Then I concluded my topic with the results and recommendations.
