The Qatari foreign policy movement has relied on soft power tools - as strategic tools - that compensate for the loss of traditional power elements and constituents.

The African continent was among the circles of Qatari foreign policy, as it is an arena for competition and a wider field for exercising influence and roles, but Qatar’s perception of the importance of relations with Africa It was not explicitly formed except with the Gulf crisis of 2017, as Qatar tended to strengthen its African presence, diplomatically and economically, while its cultural presence was not evident in some way.

This is what the research tried to uncover, and it has been shown that Qatar proposes global cultural initiatives and establishes international artistic partnerships, to make the Qatari cultural role present on various cultural arenas, but the African continent was not one of those arenas that Qatar was culturally interested in, rather it was adopted in its relationship with Africa.

Consequently, cultural relations between Qatar and Africa focus mainly on humanitarian work, as it is part of Islamic culture - according to what it declares - but Qatar’s provision of these grants and aid is often linked, in line with its vision as a donor country that has interests and goals that it seeks to achieve in the recipient countries.
