The researcher assumes that this phenomenon is considered an administrative violation that imposes a disciplinary punishment on it.

This research was divided into two sections, the first section dealt with the concept of double function and its functional and financial implications, while the second section dealt with the penalties for double function Infraction.

Among the most important results, are: that double function is prohibited in Iraqi law, because it puts pressure on the state budget without legal justification, a waste of public money, and an increase in cases of administrative and financial corruption.

Among the most important proposals are: The necessity of updating the employees' pledges for financial disclosure annually.
