Many doubts arose about the validity of the conclusion of a treaty between Outer Mongolia and Tibet, and due to the emergence of new documents confirming the validity of this treaty, the researcher decided to study and analyze the treaty concluded between Outer Mongolia and Tibet in 1913, and try to answer the following question: Was it possible for Outer Mongolia and the newly independent Tibet to conclude A treaty recognized by the great powers.
