This study aimed to clarify the challenges facing the public management of equipment expenditures and their impact on regional development.

particularly since the financing for development during the year 2019 did not exceed 35% of the public equipment budget, which contributes to insufficient financing for development.

The management and implementation of public equipment expenditures identified several difficulties and challenges that negatively affected the movement of regional development.

The study also concluded that it is necessary to work towards a gradual reduction of operating expenditures by reviewing the financial and budgetary management methods of the various public structures.

Drafting more precise financial systems and legislation framing local groups' finances, especially in terms of how to create continuous and self-financing sources independent of the state budget, in addition to strengthening legal and technical oversight measures from the various bodies entrusted with them to implement development projects.
