The deconstruction of the Soviet Union and the end of the cold war represented an appropriate opportunity for both Turkey and Iran to practice regional and international foreign policy in countries each one thought they had strong impact in.

This had led to the escalation of the competitive spirit between them and the increase in the mutual conflict, especially during what it comes to be called " theArabic Spring".

Some of the Muslim republics like Azerbaijan is considered by Turkey as the geographical entrance for the " Turkish world", without which Turkey cannot play the role of the 'Big brother" to the rest of the republics of Turkish race.

In spite of the prevalence of the Shiite sect in Azerbaijan, Turkey had sided with it in its conflict with Armenia.

Armenia, on the other hand, had found an alley in Iran.

The good lesson, one could get is that both Turkey and Iran have promoted their special interests as states over their religious and sectarian affiliations.

Therefore, this study is looking for the first official initiative from Britain to solve the Palestinian issue, through the London Conference called by the British government in 1939 AD to try to calm the situation in Palestine after the expansion of the great Palestinian revolution, and its inability to eliminate it despite all the means it used to eliminate it As well as the turmoil of the situation on the global level, which heralds the outbreak of a second world war, which led to the holding of this conference, and the British government tried to mediate between the demands of Arand Jews To reach an agreement during the conference, but both parties insisted on their position, This led to Britain issuing the White Paper in 1939, but the Arand Jews rejected the terms of this book, and at the same time World War II broke out, and Britain repudiated all of these covenants.
