Since management contracts in general are concluded according to their own procedures, in many of their stages it is required to issue several administrative decisions, which are called separate administrative decisions, and since the adoption of the relativity of the effects of the contract requires depriving others from challenging the contract, as well as depriving them of appealing administrative decisions that contribute to its formation, and on the other hand, the illegality of these decisions sometimes allows others to challenge the annulment before the administrative judiciary in administrative decisions separate from the contract, and accordingly we will try in this paper to show the general grounds for challenging the annulment in administrative decisions separate from the contract.
