The Libyan situation was included after the 17 February 2011 revolution on the agenda of the Security Council.

In this regard, the Council adopted a number of resolutions under Chapter VII of the United Nations Charter, which followed the requirements of these resolutions, finds many commitments related to the completion of the political process in Libya during the transition.

Among them, the legal difficulties addressed by the study are highlighting the international aspect of Libya's international obligations in the part of the completion of the political process during the transition phase in the light of Security Council resolutions, reflecting the rationale and legal interpretations and graduations.

The study concluded that the role of the Security Council in completing the political process in Libya had ended before the signing of the political agreement and the issuance of Resolution No.

2259 of 2018, not as it was after the reference of the political process in Libya to this Security Council, and the role of the head of the United Nations mission moved from the administration to the United Nations for support in Libya - as head of a branching body from the leadership of the Council, thus the Libyans no longer have a choice other than the one drawn up by the United Nations in its plan for Libya, and that any action outside the organization’s efforts makes it a temptation outside the Square.

The United Nations will not relinquish the leadership role before reaching a comprehensive political settlement of the Libyan case, on which all Libyans agree without excluding anyone.
