بعد أن كانت التنمية تشير فقط للمعنى الاقتصادي غدا مفهومها في السنوات الأخيرة مرتبطا بالممارسات الإدارية مما أوجد مفهوم التنمية الإدارية التي تعتبر كتصور و ممارسة لا يمكن أن يلتقيا مع الممارسات الكلاسيكية إذ يفترض في التنمية الإدارية أن توجه برشد مستعينة بأساليب إدارية حديثة و هو ما حول الاهتمامات من التنمية الإدارية إلى تحديث العمل الإداري.
و تسعى الباحثتان من خلال هذه المساهمة العلمية إلى إعطاء قراءة في الواقع العملي لعملية تحديث الإدارة الجزائرية و المعوقات التي حالت دون إنجاح هذه العملية و تجسيدها تجسيدا فعليا.
و لقد خلصت الباحثتان إلى أن عمليات التحديث التي خضعت لها الإدارة الجزائرية على المستوى التقني تبقى مرهونة بمدى التأهيل و التحديث الذي لابد أن يخضع له الجانب السوسيو-ثقافي.
Abstract EN
Through this scientific contribution, the researchers seek to give a reading on the practical situation of the administrative reform process in Algeria and the obstacles that have hindered this process and prevented the actual embodiment of it.
The two researchers conclude that the modernization processes that the public administration has undergone at the technical level remain dependent on the degree of, like other institutions, is a bi-technical, Rationalize the side and neglect the other side.

À travers cette contribution scientifique, les chercheurs cherchent à donner une lecture de la situation concrète du processus de réforme administrative en Algérie et des obstacles qui l’entravaient et l’empêchaient de se concrétiser.
Les deux chercheurs concluent que les processus de modernisation subis par l'administration publique au niveau technique restent dépendants du degré de bi-technique, comme d'autres institutions, rationalisent le côté et négligent l'autre.
