The current study aimed at identifying the obstacles of the electronic learning from the point of view of the teaching staff of the Institutes of Fine Arts in the city of Mosul and identifying the most serious obstacles that came in the highest orders from the teaching staffs point of view.
The sample of the study included (59) male and female teachers, (30) of them are males and (29) are females who were randomly selected.
A questionnaire from consisting 0f (44) items were developed.
The researcher calculated the validity, invariability and recognition.
After applying the questionnaire and calculating the marks, the results showed that all the items of the questionnaire constituted obstacles against the e-learning and it was found that (14) items were characterized with high coefficient of seriousness and were within the first ten ranks.
In the light of the study the researcher submitted a number of recommendations and suggestions.
