Corruption will be the most important challenge and expected heir to terrorism, which governments and societies will find themselves facing, and in a war with it, will likely be more brutal and costly than fighting Terror The international community has also disagreed about defining the concepts of some contemporary security phenomena and problems such as organized crime, terrorism, and money laundering, which prevented the achievement of unified plans around which international, regional and national efforts would combine to confront these criminal phenomena.

However, that was different with the phenomenon of corruption, as the international community reached an agreement on the concept of corruption in a relatively short time, which strengthened the position of regional and international agreements that had been adopted in this regard.

Likewise, at the Arab level, corruption is one of the most important challenges that Arab governments must face in order to improve the climate for growth and investment in them.

Many observers in the Arab world also confirm that corruption has taken on a systemic and institutional character in many Arab countries, as it has become the rule rather than the exception, and specialists point out that the weakness of accountability and transparency mechanisms in the Arab countries is a major reason behind the high rates of corruption in the region.
