The content of these rights varies according to the political model followed and the historical development of the State.

For this reason, a State which does not recognize the rights and freedoms of individuals, or does not guarantee them and does not work for their protection, cannot be recognized as a State of law, because the principle of the rule of law does not exists only to guarantee and protect public rights and freedoms and to ensure that individuals enjoy them.
