The changes that occurred in the world order, especially after the end of the Cold War, had a significant impact on bringing about a kind of development and change in the nature of the work of the Security Council.

Where the Security Council expanded the use of the measures of Chapter VII of the Charter, relying in the exercise of its powers on the expanded interpretation of the provisions of the Charter, which gave a broad concept of the meaning of the threat to international peace and security, and raised the question about the legitimacy of the practices of the Security Council and the availability of elements of international legitimacy.
