The Moroccan experience in the field of administrative mediation was enriched by creating the mediation institution, The legislator assigned it the authority to intervene to solve the problem of implementing administrative judicial rulings.

It has become an added value providing a flexible, consensual communicative dynamic for the conflicting parties, with the purpose of finding balanced solutions, that are both fair and just where by the mediator use the negotiation and consensual methods, either on its own initiative, or upon a settlement request from the involved parties.

And if he exhausts these endeavors, the legislator is authorized to employ reporting means of influence refraining from implementation, such as issuing binding recommendations to it, or moving towards disciplinary or judicial pursuit.

He can also enforce the moral authority or what goes under the name "the elimination of influence and urging" ,according to which he submits a special report to the government president, and what increases his ethical influence is to submit an annual report to His Majesty, in order to be published in the Official newspaper and to be circulated.

This defamatory mechanism is more effective, having a positive effect on cooperating management and negative effect on management obstructing its endeavors.
