Abstract EN

Principles this reading aims to highlight the relations between State and local authorities based on the of administrative decentralization and deconcentration, based on the newly created Article 18 in the 2020 Constitution, by extrapolating from previous constitutions and the most important legal texts related to local authorities.

We concluded that the relationship of these groups' independence from the State, which is the goal of decentralized administrative organization, the most important elements of it were stipulated, such as legal recognition of the existence of these authorities, election and local competences.

These texts also established a relationship of dependency through the principles of administrative deconcentration represented by the intense presence of certain agencies at the local level and the subordination of local authorities to tight control, this makes the aforementioned Article 18 just a text that reveals an existing and dedicated relationship.
