The rise in the number of the armedconflicts in the earlynineties of the last century, was a major cause for the intervention of the Security Council of the United Nations, tryingthroughmany of itsresolutions to link the issue of humanrights violations with the seventhchapter of Charter of United Nations, in order to justifyits positions concerning, on one hand, the resolt to the use of military force to protect the civilian population, as it has been the case when the intervention in the territory of Kosovo; and on the other hand, to give international legitimacy to the decisions to intervene, which are likely to beaimedatachieving the political and economicinterests of the intervening countries, at the expense of protecting the victimsaffected by the armedconflicts
