This research paper aims to discuss the theoretical background about civil society and its role in the development process of local communities, on the grounds that voluntary social and development work is one of the most prominent means affecting development and advancement of society and access to the highest rates of growth and sustainability, where the importance and impact of work increases.

Social and voluntary development with the increasing gap and deficiency in the state's resources and its role in fulfilling the needs of its citizens, by discussing the concept of civil society, its emergence and development, and its partnership with the state and the private sector in pushing the rates of comprehensive development in general and local development in particular, Addressing this role played by civil society in the development process is according to four main axes: political, economic, social and cultural.

Where many sociological and economic studies confirm that there is a significant and remarkable shift in the role of civil society in all its forms from merely providing in-kind assistance to the poorest individuals in society and providing direct charity to contributing to development programs and plans, The societal responsibility in advancing development rates rests on two main parties: the state, which in turn legislates laws that contribute to stimulating all sectors, and the second party is civil society, which in turn contributes to the development process.
