تهدف هذه الورقة إلى إبراز مساهمة الابتكار في تعزيز القدرة التنافسية وتطوير المؤسسات الصغيرة والمتوسطة، في ظل الظروف الاقتصادية غير المستقرة مع شدة التنافس في الأسواق المحلية والعالمية.
وهو ما يستلزم على الحكومات بجعل الابتكار كخيار استراتيجي، يهدف إلى اتخاذ إجراءات وسياسات تمكن المؤسسات الناشئة (الصغيرة والمتوسطة) من تحسين أساليب ونمط منتجاتها والتكيف مع ظروف السوق المتغيرة وتنمية المشاريع الابتكارية.
فالهدف من الابتكار في المؤسسات الصغيرة والمتوسطة هو تعظيم البحث والتطوير في محيط هذه المؤسسات، مما يساهم في التأسيس لنظام يعمل على تطوير العمليات الابتكارية في مجال الخدمات والإنتاج، ويعظم القيمة المضافة في السوق والمجتمع.
فهناك عدة دراسات تؤكد أهمية إنتاج المعرفة والابتكار وأهمية تطورهما في المؤسسة على أساس انهما المفتاح الأساسي لتحقيق التنمية الاقتصادية.
وللحكومات دور في خلق بيئة تشجع الابتكار وتساعد المؤسسات الصغيرة والمتوسطة على بناء أرضية لتطوير قدرة المؤسسات على الابتكار، وذلك عن طريق تزويد هذه المؤسسات الصغيرة والمتوسطة بالخدمات المناسبة.
Abstract EN
This paper examines the importance of emerging enterprises, innovation and the major features of how this innovation occurs.it calls for governments to introduce an innovation strategy for emerging enterprises and entrepreneurship, recognizing both the political of SMEs and entrepreneurship in innovation and the barrier that policy needs to overcome.
innovation in SMEs’ aims at creating a bridge and the creation of favorable ecosystem for SMEs innovation and growth.
the objective of innovation in emerging enterprises, is to optimize the research, development and innovation, including through the establishment and facilitation of a range of support service.
most studies speak of product innovation and process innovation and all these are important towards development being at country or organizational level.
small and medium enterprises (SMEs) are widely recognized as the key engine of economic development.
