Decentralization is one of the administrative methods that aims to achieve true local development.

However, this remains difficult to achieve because of many obstacles, especially with the subordination of the elected local councils to the central authorities.

In addition, if the purpose of establishing local communities (state and municipality) is to make them the front locomotive for all local development, the government’s contribution to this task has become necessary, especially in areas that lack development conditions.

The citizen is an essential link in local development for he is more aware of his concerns at the level of his community.

Therefore, he fulfills his decisive role alongside the local authorities, particularly with consecration of the principle of popular participation in the framework of what is known as participatory democracy.
